A mobile COLREGS and Rules of the Road trainer that combines randomized testing, reference material, performance history, and simulator-based practice in one app.
Study and review
CORTA includes randomized COLREGS and Rules of the Road questions with selectable test lengths, making it usable for a short review or a longer study session. After each test, the app shows correct and incorrect answers so the user can see where mistakes were made instead of only receiving a final score.
Scores and training activity are recorded in the SWO Log. The app also includes the Navigation Rules handbook and Watchstander Standing Orders so the same device can be used for both testing and reference work.
Scenario-based training
The simulator is the part of CORTA that separates it from a conventional quiz app. The current Rule 14 head-on scenario puts the user underway with an approaching vessel and asks them to recognize the developing situation, use ship controls, radar, and navigation displays, maneuver correctly, and complete the encounter.
Scenario results provide feedback and are recorded in the training history. The September 2026 development update describes this as the direction for future CORTA work: combining Rules of the Road knowledge testing with practical encounters inside the simulator.
Who it is for
The app is designed for naval and Coast Guard watchstanders, officer candidates, midshipmen, maritime academy students, merchant mariners, boating students, instructors, and others studying COLREGS or preparing for Rules of the Road examinations.
CORTA is an independent study and training aid. It is not affiliated with or endorsed by the U.S. Navy, U.S. Coast Guard, International Maritime Organization, or any government agency, and it is not a substitute for official publications, formal instruction, licensing requirements, or professional judgment.
